A Note About Local vs Overseas Qurbani

The best option is for a person to perform the sacrifice themselves if they are able. If they are unable or lack the necessary skills, they may appoint someone else to do it on their behalf, preferably in their own country. However, if the cost is too high or there is a greater need elsewhere, it is permissible to arrange the sacrifice in poorer countries where Muslims are in greater need. Many scholars have allowed this because it serves a greater benefit by helping needy Muslim brothers and sisters.
